Citizen lake groups left in the lurch

Greetings to all on Karnataka Rajyotsava Day.

The continuous assault on hundreds of Bangalore’s famed lakes by vested interests prompted concerned citizens to raise the issue of our deteriorating water bodies with the state government, and the city administration. BBMP’s Lakes department lacked the funds and bandwidth to both rejuvenate lakes, and maintain them thereafter. The stress on the system was visible as rejuvenated lakes went back into various states of disrepair over time.

In 2009, the team under the leadership of Mr. B.V. Satish, then Chief Engineer, BBMP Lakes, took the extraordinarily progressive step of inviting neighbourhood residents  to participate in lake rejuvenation through discussions, and incorporating suggestions  from community representatives during rejuvenation. They then signed MoUs with these resident groups to maintain the rejuvenated lakes. Between 2011 and 2019, BBMP had signed MoUs with citizen-led, not-for-profit trusts such as PNLIT, MAPSAS, JaLaposhan and Iblur Environs Trust to maintain and nurture eight lakes in all. Under the stewardship of each group, these lakes began to thrive, becoming rich in biodiversity, and enhancing the quality of life of people in the neighborhood. With public interest mounting and leading to the formation of other groups, registered and informal, it seemed as if there was finally hope for the rest of the city’s lakes.

In 2020, based on a direction of the hon'ble High Court, against a WP 38401/2014 dated 04/03/2020 which read “... the State Government shall not execute any such MOU with any Corporate Entity”, BBMP stopped renewing MoUs with these citizen groups, even though the High Court explicitly forbade BBMP from engaging with corporate entities.

The court was unaware of the existing partnerships between BBMP and citizen groups for the upkeep of rejuvenated lakes, and BBMP did not seek the court’s permission to renew our MoUs.The citizen groups filed Interlocutory Applications on 29/06/2021 to the above-mentioned WP; these, however, have not been heard and admitted because of the elevation of the concerned Chief Justice to the Supreme Court of India.

To resolve this impasse, we met Mr Gaurav Gupta, Commissioner BBMP, and top officials from the BBMP Lakes department on 25th October 2021. He appreciated our contribution, and welcomed community participation, especially since we ensured continuity in lake upkeep even as officers within the BBMP were shifted constantly. However, till the hon’ble High Court resumes the hearings in WP 38401/2014, listens to our submissions and gives due directions, we have to remain ‘unofficial’ lake custodians. Even as BBMP struggles to resolve the issue of formal MoUs with citizen groups, we continue to oversee the upkeep of these precious water bodies.

PNLIT is 10 years old!

It's with great satisfaction, tinged with disbelief, that we cross a major milestone today. PNLIT was registered on this day ten years ago! Our  plans to celebrate this occasion came to naught due to the Covid 19 pandemic. Nevertheless, we are happy to share with you a short video which showcases our journey with Puttenahalli Lake. An endeavour of ten years told in three minutes.

The video has been made by Nupur and Pranshu Jain with inputs from Usha and all the photographers whose images have been used.

A Big, Big Thanks from all of us at PNLIT. With you beside, we will complete another ten years!

Go Green and keep the planet safe for all its denizens.

My Liveable City Award

A few days ago, I had the privilege of attending the "Affordable Housing, Liveable Cities Conference 2017", organised by My Liveable City, at one of the halls of the World Trade Centre in Mumbai.

Held over two days, 21st-22nd Nov, the conference revolved around the Pradhan Mantri Awas Yojana, an endeavor to deliver 20 urban million homes by 2022, and what it would take to make this a reality. So the place was buzzing with the finest Indian and International minds delving into finance, design, development, urban planning and policy making. If you're wondering how I am associated with any of these, well, I am not!

My Liveable City, is an international magazine, committed to its name. The latest issue Oct-Dec 2017 has an article written by an architect Yamini Kumar, about flora and fauna in our cities. It mentions three spaces - Benthuizerplas in Zoetermeer in the Netherlands, Country Parks in Hong Kong and Puttenahalli Lake in Bangalore. You can read the article here.

Cities are living organisms and have a character of their own. Each city has a personality dependent on its location, its history and the ambitions of its citizens.Undeniably we have a symbiotic relationship with our cities. To make our cities more liveable, we need to put more into them. We need to be more aware and involved, become more active and participative as well as be demanding of our city planners and administrators. - www.myliveablecity.com

My Liveable City (MLC) is born out of a series of discussions between a specialist in city-design and a specialist in media and their commitment to contribute to create more liveable cities in India. Shyam Khandekar has nearly four decades of experience contributing to more liveable cities in Europe and India. Shashikala Venkatraman has lived in cities across the world, and has extensive experience in media. Inspired by their commitment, they have been joined by young and talented professionals in city design, development and building from India and abroad who have been trained at the best universities around the world. A talented publishing team from India make up the balance of this team. Together they make the MLC project possible.

During this conference, My Liveable City awarded the "key" to an imaginary perfect city to three individuals/institutions. PNLIT was one of them.

"For making our cities more liveable through their citizens' initiative to rejuvenate the environment"

Living in Mumbai, I collected the award for PNLIT. Sincere thanks to My Liveable City, Mr Shyam Khandekar , Ms Shashikala Venkatraman and others, for the recognition. It was rather humbling, for a small citizens' group that happened to get involved with a small waterbody, in some obsure part of a metropolitan suburb, to be rubbing shoulders with CEOs from big banks/financial instituions, and renown designers/builders, from India and abroad.

I take this opportunity to share the good work of the two other awardees.

Mr Ashok B. Lall, Architect, Delhi
His architectural firm, since 1981, is committed to an architectural practice based on the principles of environmental sustainability and social responsibility. He has been engaged in architectural education for a few decades, having developed appropriate curricula and teaching methods.

MASHAL (Maharashtra Social Housing and Action League), NGO, Pune
Distressed by the plight of the urban poor in search of housing and livelihood in cities, in 1985 a few likeminded architects, urban planners and social workers came together to establish MASHAL. As an NGO, MASHAL strives to usher in development of the destitute and mobilises slum dwellers to improve their living conditions. They execute schemes which integrate multidimensional, multilevel and dynamic understanding of poor people's livelihoods. Mr Sharad Mahajan, the Executive Director of MASHAL, who collected the award, said that most of the founders are now dead, and this award they received is the first in the 32 years of their existence.

Sudha Ragunathan Concert - Connoiseur Review

The Sudha Ragunathan Concert at MLR Convention Centre on 25th February 2017. had music and the lake at its core. Here's a review by A.K. Venkat, a resident of the lake neighbourhood and Carnatic vocalist.

Sudha Raghunathan sings for Puttenahalli Lake

Accompanied by
on the Violin: Sri B V Raghavendra Rao
on the Mridangam: Sri Neyveli Skanda Subramanian
on the Morsing: Sri R Raman
Venue: MLR Convention Centre, Brigade Millennium
Date: Saturday 25th February 2017

Smt Sudha Raghunathan began the concert with the Varnam Ninnukori in the raga Vasantha, appropriately chosen with the season in mind. Rendering the first part in three speeds (including tisra nadai), she set a refreshing beginning for the concert. This was followed by Pranamamyaham Sri Gowrisutham, in the raga Gowla, a kriti of Sri Vasudevachar. This was embellished with a brief kalpana swaram.

She then rendered a mellifluous Paalvadiyum Mukham, in Nattakurunji, a kriti of Oothukkadu Venkata Kavi in Tamil.

The next item she took up was a detailed alapana of Amrutavarshini raga. This resonated with the audience, as the soul of a lake is water. This raga is an offering to the nature for abundance of rains, and she reminisced about a prior occasion when the rendering of the raga indeed resulted in rains. Dikshitar's kritiAanandamrutakarshini was rendered with elan and poise. Neraval at 'sananda hrudaya nilaye' and detailed swaram with 'varshaya varshaya' completed the brilliant rendering.

This was followed by Periyasami Tooran's Taye Tripurasundari in Suddhasaveri.

The main item of the evening was in the raga Thodi. Smt Sudha Raghunathan rendered a detailed alapana of the raga, and followed up with Taye Yasoda, another kriti of Oothukkadu Venkata Kavi. Detailed neraval (at Kalinil Shilambu Konja) and swarams followed. This took the concert to its exhilarating heights.

At this point, the tani was presented, with Mridangist Sri Skanda Subramanian and Morsing artist Sri Raman mesmerising the audience with a brilliant performance.

A few short items were presented after the tani - Bhavayami Gopalabalam (Yamuna Kalyani), Bho Shambho (Revati), Kurai Ondrum Illai (Ragamalika). The concert ended with the tillana of Lalgudi, Dheem tarada tani (Ragashree).

A highlight of the evening that struck a chord not only with the organizers, PNLIT, but also with the audience was a special poem composed and dedicated to the lake. She appreciated the community's effort to protect the environment under the leadership of PNLIT and promised to support the initiative in whatever way she can.

Sri Raghavendra Rao gave excellent support on the Violin, following each and every nuance of the vocalist's rendition appropriately. The Mridangist and Morsing artist lifted the concert to a great height, leaving the audience with an experience they will long remember and cherish.

With Success Comes Responsibility

A dry for years lake finally looks like a proper water body. Ever since we took up the cause of Puttenahalli Lake over seven years ago, this had been one of our goals - to see the entire  lake bed submerged. After a heavy downpour the previous evening, we saw just this. A marvellous sight on on World Environment Day, Sunday 5th June. From one end to the other, from this side to that, there's water, water everywhere at Puttenahalli Lake!

20th May 2014

6th June 2015

For over a year, excess treated waste water from the STP at South City Apartment Complex is being discharged into the lake. This has percolated and saturated thoroughly the earth below before showing up on the surface. The rain water added to this increasing the level to an unprecedented height.

While we were taking it all in, total strangers came up to us and expressed their delight. We were elated but what ran in our heads was a new concern, a new challenge - how do we keep the water clean?

We need to pluck out new shoots of the the alligator weed from the water. Remove at once the plastic bags of Puja offerings and bottles that the insensitive manage to fling over the grill before our guys can stop them.  Yellappa, the fisherman, we had engaged to remove the invasive weeds in April is unable to get workers willing to work in the cold water. By the time the water warms up, would the weeds have grown wild once again? Or will the fish that are thriving, indeed jumping in and out of the water merrily, eat the young shoots quickly enough?

6th June 2016

The rain did not only fill the lake. It also dissolved the nutrients in the water. Unfortunately, on 27th May a sewage chamber on Nataraja Layout had collapsed and the contents had gone straight into the lake gathering along the way all the plastic and trash in the drain. Fortunately, they were contained within the wetland. We had contacted BWSSB immediately and JE Mr. Nagaraj attended to it. By the time he got it repaired, however, sewage had been flooding the wetland for four days and nights. We hoped that the heavy rains over the next few days would dilute the sewage and reduce the damage it can do to the quality of the water. But with the increased level the trash floated higher and higher. The boulders forming the wetland is about seven feet high but now at some points it is less than half a foot above the water.

To make matters worse, the sewage chamber collapsed once again on the night of 5th June! The heavy traffic had not allowed the fresh cement on the new manhole to cure properly. People had removed the obstacles placed on the road and gone over the manhole cover breaking it. As if this is not enough, according to BWSSB Nagaraj, people living on either side of the road diverted the rain water from their homes into the sewage line adding to the load. He got it repaired yet again but this time we were wiser. One of our well wishers, Srinivas Alavilli spoke to the Hulimavu traffic police and got a man posted to divert traffic, With this, we hope that we have solved at least one problem, for the present.

Now to tackle the danger of the muck flowing over the stones of the wetland into the main lake which we had got cleaned in April with such difficulty. BWSSB was unable to get workers at such short notice. Nor could BBMP. Our two gardeners came to the rescue. Together with the BBMP contractor's man assigned to our lake, Jayanna and Ramu entered the stinky cesspool in a coracle and using long handled rakes pushed the floating garbage to a side from where they brought it out of the water. We paid them for this of course but it was hardly any compensation for the relief it gave us. We'd managed to prevent the bulk of the plastic waste from polluting the lake. Truly, with success comes greater responsibility.

Sewage overflowing on the road

Trash in wetland

Trash removed from wetland

In our lake chronicles, this is the "low" of having water in the lake. Look out for the exciting "highs" soon to follow!

Heartwarming gestures by our children

Over the past few years, we've done many things to raise funds for PNLIT, and we've realised that fund-raising is quite a challenge. To a social-cause fund-raiser who may knock on your door, the most disheartening experience is when you express regret and shut the door. Donations apart, we have often found it difficult to get people to part with Rs 220 for a PNLIT calendar, or even Rs 30, in exchange for a PNLIT wristband.

However, there are many generous souls out there, generous both in terms of time and monetary support, who share our dreams, who believe that together we can make a change, and because of whom we have sustained. When these generous souls are children, it is truly heart-warming.

Recently, Sanjay Dev, a young boy of 9  years, donated Rs 1000 to PNLIT. Sanjay had put up a car racing game stall at his apartment's Christmas celebration on 24th Dec 2015. After paying the stall charges, his net profit was Rs 500. His father Reghunath had promised to make an equal contribution, which is how the figure reached Rs 1000.

Sanjay, at his car racing game stall

Another young donor is Rohan Mishra, a Std 12 student, who like Sanjay lives in the Puttenahalli Lake area and believes that "charity begins at home". A few months ago Rohan said he would like to contribute by donating Rs 1000 from his pocket money every other month. And he does! Apart from monetary contribution, over the past year, Rohan has spared some of his time doing a few back-office things for PNLIT.

Some months ago, another young enthusiast Vishnu Sreenivas, who was then in high school, took a group of children for a nature walk around Puttenahalli Lake, charging a small fee. And he donated the money he had collected to PNLIT.

We've also had our children actively promote the PNLIT cloth bags, while dissuading the use of plastic carry bags.

Thank you children, and thank you parents.

PNLIT turns five today

PNLIT turns five today.

Thanks to our donors, volunteers, staff, vendors, media, government authorities and everyone else who extended support to us in various capacities, the journey has been very fulfilling.

Puttenahalli Lake continues to be PNLIT's primary focus and we are happy with the positive difference that 'five years' has made.

The green of the trees, grass and other plants (weeds included) cannot be missed. Flowers, fruit and fish ensure that birds, butterflies and other life forms are able to sustain. More than 70 different species of birds have been spotted at the lake over the past five years. The breezy shade of the trees and refreshing air makes the lake area an ideal setting for literary, cultural and educational community events, several of which have been held, while also offering exercise space and peace and quiet from the hustle of city life. (Check our blog posts for more information.)

Pathway lined with trees and flowers (Pic: Nupur)

PNLIT Trustee Nupur was at the lake this morning and was delighted to see the garlic vine in full bloom with gentle lavender flowers, and a migrant grey heron prominently perched on the poles she had planted in the lake bed some weeks ago. These little joys make every minute of the time spent in nurturing the lake totally worth it!

Garlic vine flowers and a Grey heron (Pics: Nupur)

Water, which should be taken for granted in a lake, has been one of the challenges. With no proper catchment left for Puttenahalli Lake, PNLIT has been looking at ways to get more 'good' water into the lake. This past year, progress has been made. Apart from the rain water/ storm water from the roadside drains, starting a few weeks ago, water from the South City apartment complex's sewage treatment plant has been feeding the lake. This is a milestone in Bangalore's lake-saving movement and if successful, would be extended to other lakes. The South City owners association, SUGRUHA, upgraded the STP with its own funds so that it met the quality standards. With rigorous control on the water quality, it would take a while for the lake to fill. Next year, at this time, maybe we will have 'brimming' news to share.

The PNLIT teacher volunteers have had a good year, with their students doing well in the public exams

PNLIT merchandise that is a minor source of income for PNLIT, continues to delight. We presently have cloth bags, T-shirts, coasters with birds/ butterflies, wristbands, photoframes, cartoon postcards, CapsToKeep bottle cap magnets and keychains. Reasonably priced, these make unique gifts. PNLIT also has a store on eBay Charity, that you can shop on here. While shopping on Amazon, Flipkart or Snapdeal, using the links on the PNLIT website would give PNLIT a percentage of your spends. These are small ways in which your shopping will not only contribute to PNLIT, but also spread awareness about Bangalore's lake-saving efforts.

The donations and contributions in kind (both material and service) received from our well-wishers have ensured that we have been able to pay our staff salaries, maintain/ execute small improvements in the lake area, conduct lakeside activities and participate in city-wise lake-related efforts. We spend according to the money we get. This is how we have managed. Some contributions to our corpus fund have helped to build it, but we still have a long way to go. The interest on a corpus of Rs 50 lakhs will take care of routine expenses. We have applied for FCRA registration which is in process. We are looking for corporate support. If we get more money, we can do more.

PNLIT is recognised as a charity and donations are exempt u/s 80G of the IT Act. With almost no administrative expenses, you can be sure that your money is well spent. If you would like to support a charity, do consider PNLIT. For details on how you can donate and help please click here

We look forward to your continued support in the transformation of Puttenahalli Lake to a secure ecosystem and a place of serenity for all of us.

Best wishes,
Arathi for The PNLIT Team
